Spencer opened in 1955 with the Spencer family running it most of its 51 years. Changes to the name in the '90s under different management were Apple Valley Speedway from 1993-1995 with Todd Hartman and Williamson International Speedway from 1996-1998 with Jim Vollertsen who was also involved in the late '60s and early '70s with the track. Long Island businessman and racer John White bought the track in early 2006 (along with the Chemung Speedrome) and named Chemung promoter Bob Stapleton as the new Spencer promoter too.
